I beg leave to bring before your Lordship the. of the Rev. John Shaw Burdon as a fit person to be consecrated Bishop for Victoria and the Island of Hong-Kong.

Mr Burdon was educated in the church Missionary • Institution at Selington and ordamed Deacon by the Bishop of London in the specer 1853 and Priest by the Bishop of Victoria in the following year, so that he has been in the Mision field for about 20 years, and he is, in fact, at the present line, a
